If it is in “Deployed” Deployment Status, then other users also can see the object. Setting the Deployment Status to “Deployed” allows others users to view the object’s Tab, Related List and Report.

If it is in “In Development” Deployment Status, then other users cannot see the object.

Users with Customize Application Profile permission can still see the objects.
