Soft deletion of records is nothing but Logical deletion. Soft deleted records will be stored in Recycle Bin.

Hard deletion of records is nothing but Physical deletion. Hard deleted records will not be stored in Recycle Bin. We have to raise Salesforce Support ticket for physical deletion.
