Service Setup is available in Essentials, Professional, Enterprise, Performance, Unlimited, and Developer Editions with Service Cloud.

In Developer Edition, it is available only in Service Cloud orgs. Check whether Service Console standard Salesfore App is available. If it is not available, create a new developer edition org.
