To import custom object data via the Data Import Wizard, User’s Profile should have “Import Custom Objects” permission and “Create” permission on the custom object.

“You do not have sufficient permissions to import custom objects.” Salesforce Exception is thrown if “Import Custom Objects” permission is not granted via Profile or Permission Set.

Also, make sure the Create access is given to the users via Profile or Permission Set.
