Resolution:

Enable Experience Cloud Site feature to resolve this issue.

Go to Feature Settings –> Digital Experiences –> Settings in Salesforce Setup to enable “Enable Digital Experiences”.

For example, in order to use Salesforce Messaging for In-App and Web feature, we have to enable “Enable Digital Experiences”. Salesforce Messaging for In-App and Web feature creates a Lightning Web Runtime (LWR) site when the Embedded Service Deployment is created for this feature. So, without enabling “Enable Digital Experiences”, we cannot create the Embedded Service Deployment for Salesforce Messaging for In-App and Web feature.
