If your Salesforce Apex Actions are not getting invoked by the Agentforce, then please check the User assigned to the Agent. In the User’s Profile, add the Apex Classes to the “Apex Class Access”.

Agentforce will not consider the Apex Actions and will not fire or trigger or invoke if they are not added to the Profile or via Permission Set. Agentforce will not consider the action at all. In the Builder, you will see those actions are ignored.
