We faced this issue while deploying multiple Agentforce Service Agents from one Salesforce org to another.
If you are a Salesforce Admin, please make sure “Agentforce Service Agent Builder” Permission Set License assignment is done to your user. Go to your user detail page to verify the license assignments to confirm.
